To isolate the foreground from the background in a movie that wasn’t shot against against a solid-color background, you’ll probably need to do some rotoscoping—drawing and animating masks to define the foreground objects. Then you can use those masks in a number of ways. To apply a color correction to the foreground but not the background, you can use the masks on an adjustment layer and have the color correction effects on the adjustment layer.

The Puppet tools are great for character animation.
Also, I agree that Angie Taylor’s work is among the best for showing how to do character animation. There’s a link to one of her chapters on the subject on this page.

Are you saying that you need a tutorial on how to apply an effect?
Also, what search are you using? This search brings up several things that should be useful for you.
That said, I recommend against seeking out a specific step-by-step tutorial for everything. Unless you are willing to read and learn and figure things out for yourself, you’re going to have a hard time developing a deep understanding of any software or animation in general, and you will have a harder time expressing your own creativity.

Yes, After Effects will interpolate mask shapes between keyframes that you set.
I recommend starting on this page and checking out the resources that it links to:

But your question isn’t just about rotoscoping. You are talking about achieving a specific look. Don’t get confused and think that the A-Scanner-Darkly result is synonymous with rotoscoping.

A compositor is someone who puts multiple images together into one image—usually to make the pieces look like they were shot together.
You also mention doing titles. This is quite far from what is usually referred to as “compositing”. Consider that the titles are almost never integrated into a scene to look like they’re part of the scene itself. Title creation and other text animation is a subset of motion graphics.
After Effects is used both for compositing and for motion graphics.

Paul,
8GB is not enough RAM to feed 8 cores. If you have 8 processes starting up and fighting for 8GB of RAM, then they’re going to starve and shut down. You’ll get better performance overall if you limit the number of CPUs to use and allocate enough RAM to each so that each one gets what it needs.
Exact numbers differ based on what you’re rendering, but I recommend starting with using 3 CPUs, with 2GB each, leaving 2GB and 5 CPUs for other applications.
