So, you’re trying to import an XML file, not a .r3d file?
That is a different thing entirely.
If someone gave you an XML file that represents an entire project (e.g., an FCP XML file from an NLE), then that is not a file that you import like a piece of footage. After Effects does come with a feature for interpreting FCP XML files; File > Import > Pro Import After Effects. This feature is based on Pro Import AE from Automatic Duck.

We’re working on a fix, and it is our intent to release a fix in the next update, which is likely to come out in a month or two.
Even though we now have the ability to release updates on our own schedule, that doesn’t remove the need for us to be careful with how we develop and test these fixes. Nor does it change the fact that it’s more efficient to bundle a set of fixes together into a single update, rather than rush to release each individual fix out as a separate patch.

You do not run an update to go from version 7 to version 8 of Adobe Media Encoder. You install a whole new application.
Go to the Creative Cloud desktop application and install Adobe Media Encoder CC 014 (8.0) from there.
BTW, AME is automatically installed with After Effects and Premiere Pro.
