Apple knows about this, and the core bug is theirs to fix. Whether they choose to do so is up to them.
We are able to work around this problem by making a very major change to After Effects—which has other benefits, too. We intend to release a version of After Effects with this change as soon as possible; the current target is this spring.

If you decision is between 6 cores and maximum RAM or 8 cores and less RAM, I’d go for the former. RAM is great for After Effects, since it allows more things to be kept in the RAM cache and not need to be re-rendered or read from the disk cache.

Start by updating to the most recent version: 13.2. There are some high-DPI UI bug fixes in that update.
