    Isolate with a garbage matte the face/part of body/object you need to apply the liquify tool on. Precomp and stabilize that. This should give you a relatively steady object (depending on how good the track is). Apply your liquify effect and then reverse stabilize and comp on top of original. This should work- at least in theory.
