I would say that the best way to achieve this is to use two camera’s. One for the overview shot and one for the zooming and panning. Afterwards, you can use Vegas to combine the two footages in a proper way.
Zooming and panning in Vegas usually leads to the loss of pixels, resulting in loss of quality.Theo

I don’t see the point in exporting PNG images to import them as a image sequence into Vegas. An easier way is exporting from PI as avi file with the lagarith codec (include alpha channel selected!) and drag this file onto the timeline of Vegas.

It looks like you are trying to type with the type mask tool (see attached figure). What you need to select is the normal type tool.

And ofcourse if you wish, an action allows you to select a different folder for every picture you want to save…

Funny, because in my hands it works perfect. It appears that you made somewhere a mistake, either in the ACTION or in the execution of the batch task.

When you use actions, you can include the SAVE-step, including this dialog-box into the action.

You find the small cow-buttons on the bottom-right side of every post.

Select the Move tool.
Select all the layers in the layer pallette that you would like to align.
Below the menu bar, you will find all the buttons for the various types of alignment.Theo

And I guess that you added the blur to the background layer instead of a copy layer?
