Not necessarily. RED bitrate isn’t that huge because it’s quite compressed and because it’s compressed you need a lot on CPU/GPU/RED rocket power to decode it.

That’s what happens when you’re recompressing an already pretty compressed and not so good codec. You’re getting compression artifacts that get worse every time.

If you cut a piece of footage to a timeline that has a different frame rate Premiere will automatically add or remove frames to play the footage in the timeline’s frame rate without changing the duration of the original clip. If you interpret the 60 fps footage as 24 it just slows down and the duration will be longer.
