The usual workflow, as far as I’ve heard, is to get out of HDV as soon as possible. As soon as you ingest, encode to something like ProRes. Then work in AE and/or your edit app, then output to your mastering medium such as Digibeta, ProRes, DVD, whatever.
As Adolfo wrote, HDV is an acquisition format. It’s not a post-production format.

23.976 is to 29.97 as 24 is to 30. Multiply 29.97 times 0.8, in other words. That’s where 23.976 comes from, in case you’re wondering.
Don’t all 24p video cameras add pulldown to give 29.97? If so, then any video camera that shoots in a 24p mode should do the job. You just remove the pulldown in AE. I could be wrong, though, being old and out of touch …

The upward thing may be due to a slow monitor refresh rate. Have you tried playing this on another monitor?
