Your mask points need to move quickly enough over a great enough distance to generate the blur. Also, try increasing the shutter angle in the comp settings, maybe to 720 degrees.
You can confirm some of this in the manual. 🙂

Maybe a fractal noise layer (precomped) as a displacement map (available in the Pro version) with a random expression tied to the fractal noise’s evolution parameter, so the fractal noise jumps around … ?

There’s only one way outside of invigorator or Digital Anarchy’s 3DLayer: Shatter.
You’ll have to use the text as a shatter map, basically exploding everything else, leaving the extruded text. (since shatter can give thickness to a layer)

Hold down alt and hit the right square bracket key. This will trim the selected layers to the position of the CTI.
Check the help under “keyboard shortcuts”.

(it’s called “trimming”, by the way) Re-sizing would be making a layer appear bigger or smaller in the Comp window.

Move your CTI (current-time indicator) to the end, select all layers, then hit alt-] .
