Try Pressing CTRL + SHIFT keys while clicking on the Vegas icon

Its probably because you have your Vegas Project settings set at
something that is causing this issue.
In your extensive post, you have forgotten to mention the most crucial part,
what is your Vegas Project Settings (in full detail)?Are you familiar with the Handbrake Script for Vegas by the way?

Footage off your Inspire drone probably uses a codec that you dont have
installed on that system, but is installed on your friend’s machine, that’s
why it plays smoothly…. Unfortunately you did not provided any detailed info

Yep, Disable Resampling on all your clips, And make sure your project
