When you say that the captured clips look great, do they look OK in the Premiere Pro Source monitor, or in some other application?

Instead of trying to export to MPEG2-DVD from the HDV project, try importing the HDV project into a new standard def project. Scale it down and export. Does that help?

Are you seeing the shaking when you import the clip back into Premiere Pro, or are you viewing it in Media Player, which can have problems playing full rate DV AVI?

Try ripping the DVD to a DV AVI (Type2) using a PC.
But there is no reason that a standard Quicktime codec can’t be played smoothly on the PC.

If you are capturing DV AVI from a MiniDV camera, and you have problems previewing the material, it could be a DirectX issue or a problem with the video drivers on your graphics card. Are they up-to-date?

Yes, but the panel has to be wide enough or the arrow will be disabled.

I highly recommend that if you want to export to standard definition DV AVI from HDV footage, that you import the HDV project into a standard definition wide screen project, and then export from there.
And make sure you tell the program to use a widescreen Pixel Aspect Ratio of 1.422 (PAL)

Your sequence has a master track for the audio. Look at the bottom of the timeline and determine how you set up your sequence.
And then tell us what you are exporting to.
