I believe PS is using a different engine than Motion that handles text. This might help explain some of it: https://www.adobe.com/devnet/fireworks/articles/adobe_text_engine.html

If it is completely blown out, meaning, 255,255,255, then you can’t do anything to fix it. If it’s not completely blown, try “Recovery” in Lightroom to try to bring back highlights.

Have you tried scaling it to an even percentage? Like, 50%? Try scaling down with an even percentage, it might help. Also, make sure your image and your comp are the same PAR (pixel aspect ratio). Is your video project square pixels?

I don’t think there’s a “Fit to Comp” like there is in After Effects. Not a great solution, but a workaround would be to save your scale settings as a preset then apply that preset to each clip as needed.

Maybe try adding a layer and posterizing it, blurring it and changing the opacity. the original image appears to be a digital painting. maybe there’s plugin’s to create a “painted” look? you’ll probably end up mixing a few effects to get that look.

“path” or “clip” your talent out of their background, composite them with elements and color correct to get the look your client wants.

You can’t select that way. You can select dimensionally, like, 10px by 10px by setting dimensions yourself, but this is not a behavior type selection that will go out and find things that are 10px x 10px.
