If you absolutely have to shoot above 30 minutes, then DSLRs are not for you. The sensors heat up and it’ll make life difficult.
Even the cheap video cameras are more complicated than a DSLR, regardless of budget. You might want to get a cheap camera that has a full auto mode, like the Canon XA10
. It ticks all the right boxes for your kind of work.

You can compress to about 8 Mbps in 1080p, or even go to 2 Mbps if you are willing to send your editor standard def files.
At 8 Mbps, the size will reduce to 3 GB, and over.a 4 Mbps uplink should take less than three hours over FTP. Codec? H.264 is perfect.
Obviously, you can go lower than 8 Mbps, but you’ll start to see a huge quality drop beyond that point.
When you said Raw I was expecting a few hundred GB at least. Why not just upload 8GB as is? The time it’ll take you to transcode will make up for the extra upload time!

What is the maximum data rate you can upload, and where are you uploading it? What is the resolution, frame rate and current file format and codec? What is the duration of the footage.

A different option: A Sony EA50, or even an FS100 if your budget allows for it.

Don’t have experience with stations but you don’t need to shoot in 60i. Furthermore, most modern cameras can shoot in progressive and interlaced formats – you can pick and choose based on your content.
As a general rule I prefer to shoot progressive and interlace later than the other way around. Movies have always been broadcast this way.
Many networks have broadcast guidelines for producers on their websites. Hope this helps.

You can pass project files if you’re using the same version, and link whatever files you are working on. The rest can lie empty, no problem.
However, since your file sizes are large, and if you have a hands-on editor, then you might want to look into Adobe Creative Cloud, which is specially designed for scenarios such as yours.
