The trick with bullet time is not in the plus in, but in shooting it with many many cameras. How many cameras do you have?
For the trails left by bullets, you could combine a few things like a displacement map and translucent rings.

Take up knitting, and make a car cozy? With a still shot, you could do it on computer and make it look reasonable, but if you want anything to move, it’s going to be a problem.
You might be able to pull off the house in AE, even if the camera is moving. But probably not the car and definitely not the dog.

When you pre-comped, are you sure you made the composition the size of the image, rather than the size of the containing composition?

Or radial wipe. Depending on if you want the edges to be straight or curved.
