I agree with the one person who said that they are not even comparable.
There is a reason that those cameras cost that much more. Anyone who gets proper financing will continue to use the high-end stuff for the simple reason that it is high-end stuff.
I don’t think the HVX is going to be a bad camera, but look at the market they are targeting. There is a reason they target certain markets with certain products. It is meant for independant and corporate.
Then again your budget dictates what you use. If your projects are small then you use cheaper equipment.
I think to ask if they are comparable when you are in a position to purchase is like asking what the differences between a dodge SX and an Aston Martin Vanquish are when you are about to buy a car.
Just my opinion

In the digital world you can now have your blacks go to 0 IRE. Just an FYI. Of course you should check with whomever you are delivering your product to, but that is what we set our levels to at the station I work at. (It is a very large one)

You should be able to run a firewire cable to your camera then out from the camera to the TV.
A TV out display card will just display the computer monitor on the tv providing no usable quality control. Which is, I assume, why you require this.
At least that is my experience with them.

Use the Silouhette luma blending mode on a layer that goes from black to white. Use a brush that acheives the effect you want and animate over time.
Also use the liquify tool to achieve the smear effect of the footage.
A: Liquify in streaks on your footage.
B: Animate brush strokes on Silouhette layer to coinside with the liquify strokes.
C: Repeat as many times as necessary to remove video layer completely.
D: As for creating the rain, search the cow for many examples on how to do this.
Hope this helps

Premiere is editing software and AE is compositing/Motion design software.
Two completely different animals. They compliment each other rather than compare to each other.
In other words, there is so much different that it would take a manual to explain.
More specific questions would be easier to answer.

Where are you alt-clicking?
If you are in 6.0 I am pretty sure you have to select the layer so it opens in its own window, then alt_click in that layer, and clone away.

Lots of questions need to be answered for this technique.
A: Are you wanting the rain to go from the top of the screen to the bottom?
B: How big are the drops you are using for the transition?
C: Do you want it so that rain hits the screen from an angle and the video smears down the screen and washes away? (that actually sounds like a really good concept)
Answers to these questions could reveal a solution, and if not, post your answers and I will give suggestions based on them.

If cost is not an issue then it is worth your time. CBC doesn’t check for colour balance. We line to bars and unless it looks like absolute garbage. We don’t adjust. The main things we look for are white balance and black balance. And just for your info, CBC black is 0 IRE not 7.5.

The quality difference would be negligible as already stated. As for the CBC, I work for them and can tell you that that difference won’t be an issue.

In AE 5.5 once you import your footage, right click (PC) or Control Click (MAC) on your footage in the project window and choose to interpret the footage.
Select the 3:2 pulldown removal. There you go, pulldown removed.
