Thank you for responding, you are right on with number two the lines when scaled down to DVD quality are causing the problem. I got an answer from the adobe forums that said I am going from HD to SD and the staff lines won’t scale.
So I went back to the source output and produced a 720×480 file and that transcoded in Encore just fine.
Encore will re-encode and scale video fine but not fine lines as you are saying.

Something I didn’t mention was the source video is 10 fps. DVD is forcing it to be 29.97. I tried to encode with Adobe encoder first and chose NTSC DV and that stopped the flickering but the video was very blurry.
Using Adobe encoder (match source) the video looked good however when I brought it into Encore the video was transcoded (option for not transcode was gone) so I was forced to use the setting NTSC DV 720 high quality 4mb.
Everything looks good in preview until I burn an image, then I get flickering.
The picture attached is the original .wmv out of screen capture then into Encore. As you can see the image looks good in preview.

Thank you for trying on this holiday time. What I was hoping to do was to cut through that white star and create a way the snow could go around the matte when it is applied to an NEL in which a matte key would be dropped on the effect.
This way any object could be used instead of snow and it would flow around the animated matte.
I guess what makes this hard is the key framed matte changing shape, otherwise you could just cut a hole with a mask perhaps.

Exactly like I would like it.
I did my matte with a white shape and animated it across the screen. I put the snow around the matte and allowed whatever video I used to show through the mattes. I am thinking a mask need to move along the shape to reveal the video without showing the snow.
Another words this is a template that I can use any video in.

When the mattes cut through to the video below it will show the snow. I was hoping to get the snow to go around the mattes and only show in the black area.

I started using Match Move tracking with Pixel chooser from Gaussian Blur. I saved that data and applied it to Match Move. I applied it to the filter layer in Match Move since I had title Studio on that track.
Accordiing to this tutorial you have to use composting to get rid of background.

Is there a better way to just get the text without the lower layer?

Thanks, still having problems and this is really slowing down my workflow. Avid Media Composer has no problem with BCC 10 library browser but AE sure does.
In this picture you can see I am doing a light leak transition over a precomp with a video inside. Works fine as I have it set up but try to look at the browser to pick a different version and it only plays the top video track. Frustration and makes me want to work in Media Composer.

I think what happened here is when I swapped out the placeholder text I used a rendered out video of the text scrolling up. I should have just made the scrolling text and added my own rotation as I think that is all they had along with a color correction. No script was used in the template.
This time I made the video with an alpha channel using AVI which you can see on the right with the attached picture. The one on the left is without an alpha channel.
Notice the light is shinning through better and with a feather the edge would go away. I guess it was the video doing that hard edge.
