I think $6500 dollars is plenty will get you a decent Mac, but if you want a Kona 3 card, that will eat up a lot of your budget.
Since Motion is so RAM intensive, I’d buy as much RAM as I can from http://www.otherworldcomputing.com. It’s Mac Certified, very affordable, and I’ve been using it since I got my Mac Pro and have never had problems with it.

Sorry for being confusing.
Yes, one version is MPEG2 with an 8Mb/s data rate and 30MB file size at 720X576 resolution. I’m not having a problem with that though. I followed those guidelines and the exported product came out great.
What is giving me an issue is the .mov file. They want approximately 3MB file size at 60Kb/s at 320X240, but like you said earlier, they might mean 600Kb/s.
My question is: With those guidelines (for the .mov) would you expect the video to look too compressed/pixelated? I ask because my .mov DOES look a bit too compressed and pixelated, but if another pro says, “Yes, 600Kb/s is a low bit rate, so you are bound to have a pixelated image,” then I know I didn’t compress improperly, the contest holders just want a version that is more compressed since the videos will all be submitted through the internet.
Does that make sense? Sorry if this is a hassle.

I think I did export around 600Kbps because 60kbps was smaller then the 3MB file size limit. So i thought to myself, “I should increase the bit rate to increase the quality and file size.” I did and the quality was better, but doesn’t look as clean as the mpeg video, which has a requirement of 8Mb/s.
They are using the mpeg file for the screening.

I believe 16:9 footage is 320X180 for web. Or 480X270 if you want it to be a little larger.

Since you don’t have a Kona card I would bring your 1080 60i footage into Compressor and export it as 1080 30p. I don’t know if you can do the conversion in FCP, but even if you can, Compressor will still do a better job.

I think it’s because you can’t convert interlaced footage to progressive footage on the import, or at least it’s not a good idea to.
I would capture it with 1080 60i settings and then convert to 1080 30p in Compressor or with a Kona3 card if you have one.

I’ll take a stab at this…
I don’t think the resolution (or size as you said) has much to do with the how long it takes a video to upload. I believe the file size and bit rate have more of an impact. The higher the bit rate, the higher your file size will be.
Also, your video won’t be HD when it’s on the web. What makes video HD is the resolution. It has to be at least 1280X720. I would imagine you would export a much smaller image for the web.
I usually ask questions on this site as opposed to answer them. So my answer might be a little off. But I think I gave you the correct info.

Are you trying have your finished product scan progressively? If so, you should do the interlace to progressive conversion in Compressor.
