Under PS prefs there’s an option to size images with place command
You can also use image Processor script with a target size to process a folder.

Yes… it does it quite well… using same sort of tech as in AE on final render to blend frames as needed.
Personally… I’d go 24 as most of his stuff is that and its easier to go down then up

Stick with an actual preset and standard video size. Look for a widescreen preset and choose that. Preferably prores or 8bit
Also avoid JPEG. EVIL. convert with image processor in Ps. See cow podcast library.

The Nikon D7000 records for 20 minutes per clip… I would think that would be enough
