NOT EXACTLY…
You have not resized… just reassigned ppi settings…
If you are using the graphic on screen, for video, or web.. it will not change in appearance… if you print it out… the picture will be bigger, but not as sharp..
Unchecking resample simply means just change the display settings or print size, but don’t change the total pixel values (shich is needed if you are trying to size to a particular size).

If you mean by exported filmstrips, videos exported to the filmstrip format, That will not work in SO SO many ways
anmd you cannot photocopyu to film leader

Ahh.. the 1970s and 80s… cheap developing ran rampant
Usually a levels adjustment layer will do the trick. Add one then adjust white and black point with eyedroppers.
You may also want to knock saturation down a bit in the scanner software itself… Try a white and black balance before scanning.. and pull saturation down further,
