    Just to be clear, a pop-up menu that appears when person clicks pop-up menu on the BD remote/ Software player. If you want an Always On menu then you can duplicate the same menu and use it as a normal menu (If you want you can add a motion background too)and set the the menu as first play. And ofcourse link all the timelines/chapters to the menu.

    I’m not sure if there’s a workarund in Encore.

    You may want to try this in Premiere;
    create a 1280×270,59.94 sequence and copy/paste the clips from the original(960×720) sequence to the new one. Add the Encore chapter markers in the new sequence and do Send to Encore.

    (or)

    Export Mpeg-2 DVD (widescreen) out using AME in Premiere and import the files into Encore.AME preserves the chapter markers while exporting a sequence with markers.

    Sounds like you may have a corrupted menu/menus. Are you able to edit the menus in Encore (like adding button, layers etc..)? If you are using motion menus then re-rendering may fix your problem.

  • Launch the 32-bit photoshop first and then try the Edit Original.
    Or
    Uninstall (or)rename the 64-bit photoshop (I know You may not like the workaround).
