Unfortunately, it only exports in/out points, not durations. You can figure out durations using a formula to make calculations on timecodes in excel, which is time-consuming.
Resolve (even the free version) has a metadata export function that is really convenient, exports in/out timecodes, durations and other infos as well.

In my experience, when you export from Premiere:
h264 / .mp4: Premiere reads the embedded timecode, other editing apps don’t
h264 / .mov: Premiere and other editing apps read the embedded timecode
QuickTime doesn’t read the timecode from h264 files both in a .mp4 or a .mov .wrapper.

One idea is to draw reference lines in photoshop and export them with transparency. But why would you do that? 1080p to FLAT DCP is usually done with pillarbox and not by upscaling content.

I don’t think so…But I mean “import”, not “open”…
Create a new project, select File > import, then “import” your old project and see if it works…

1) can you adjust the audio so that when raising the levels from the timeline it will go higher than 6.02db like up to 12 db like FCP 7 does? Or do I have to you use the gain setting after I’m up to 6.02db it’s just one extra step I’d prefer to avoid.
No… but you can adjust audio gain, right click and select “audio gain”… beware not to clip the waveform…
2) when adjusting audio levels is there away where it is larger increments than such small fractions of db se still how it’s 1.52 Id rather it be just 1.50 or 2.0? I would be nice if the increments weren’t so small so that it was easy to adjust the levels between clips.
I don’t know of a way on the timeline but you can use the audio clip mixer and type a value…
