The Avid x codecs are the same datarate as the non x so the file size is the same.
But to make a playable DVD you have to encode to MPEG2 Sorenson Squeeze is good and has DVD templates.

No external is fine. But internally you can use the Sata and create a RAID.

I’d look at an HP 420 or 820
One 3TB drive isn’t practical you want os and media separate. I’d consider a 250GB SSD for the OS and 2x 2TB raid 0 for media (making sure all media is backed up or can be re ingested as raid 0 is unprotected. But then so is a single media drive!)

Yes AVC-Intra isn’t natively supported (only within MC) so you need additional codec support. It’s not cheap…

Your shadow looking frames are blending due to the framerate conversion.
You’d do better to convert to 25fps first and be happy with that result then burn a DVD.

Don’t forget regions are only relevant to copy protection. SO you will make it region free. And actually something like 85% of European DVD players will play NTSC DVDs.

So you could just burn a region free NTSC.

The best framerate conversion is via Alchemist but it’s not cheap.

At this stage I’d test with a second external drive.
This is an OS or drive related issue for sure.

It is an HFS+ drive I assume (not FAT32 or NTFS?)

You could try re-formatting the drive and re-testing but easier to test on a second drive first.

I regularly get permission issues that are hard to fix. It seems the Apple GUI that allows you control of the drive permissions sit’s on top of the underlying UNIX permission and I’ve had them go out of sync. The result is the Apple GUI shows permissions that the underling UNIX doesn’t. Permission fixing often doesn’t help. A reformat does.

Also have you tried deleting the Avid MediaFiles folder on that external drive. Then re try capturing to it.

Taking it this is on a Mac.
Make sure at the root of the drive when you get info you have ownership and permissions turned off. That will leave the drive free of permission issues.

AMA linking isn’t ingesting. Media isn’t ingest until you consolidate (not all formats can be consolidated) or Transcoded.
The old legacy Import and tape capture directly ingest content.
So AMA linked media isn’t inside the Avid media management as such so is easily unlinked when drives are moved etc. The fix is to re-AMA link those external sources to a fresh bin and then the original clips in other bins will relink.

As for the lack of ability to create media on an external drive (as opposed to creating your project there)This sounds like permission issues for sure.

You could try copying the Avid Media files folder at the root of your system drive to the new external drive and see if that copies ok and if you can then make media on that drive.
That would duplicate your avid media but if the test worked you just delete the 1 folder you copied over (and any other numbered folders in the MXF folder) on the external drive and re test.

The problem with making that change is that just about every media creation choice would have to offer the frame rate choice whereas currently all media is created in the project framerate. The big issue with allowing frame rate conversion within the project is you destroy the timecode relationship and the ability to conform back.
Taking final sequences to output projects of the desired framerate has been the simple safe method of multiformat delivery.
