If your project is 25fps and you want the 100fps file to play at normal speed, then you do not need to do anything. Except maybe disable resampling.
If you want a 4X SlowMo, 100fps file to 25fps playback, then set the playback rate to .25 and have resampling disabled. Actually any SlowMo up to 4X should get good result with a 100fps source and 25fps project. 4X is “perfect” since no frames are dropped and none are inserted.

I think they took that page down because all the video cards listed were old cards and people online complained about no info on current cards.
That GPU accel page was the only place with a link to the project ZIP file download. They should have put a file link on some other page. They could remove the PDF inside the ZIP file if they don’t tables listing old video cards.

Unfortunately, Sony no longer that that file on their website. It is a 2GB file so it is hard for individuals to make available.

That is the icon used by Vegas for filter packages.
Filter packages are simply a collection of other effects. The effects used by a filter package must already be installed. This really only matters if the package is using something other than the standard Vegas effects.

If the stills are sequentially numbered you can import them as an image sequence. Vegas treats each still as a frame of an effective video file. The project media will list the sequence as a single media file you can drop on the timeline. On import you specify the frame rate of the image sequence. Remember that you are not limited by the frame rates listed in the drop down list Vegas shows you. You can enter what you want.
Another way is to set your edit preferences for the default still image event length, and drop a bunch of stills on the timeline. Vegas will drop them sequentially as selected at the length you specified in prefs. You will get one event per still.

Vegas does not have a speed graph like AE that affects video and audio combined. We do have a velocity envelope for video but I do not think twixtor interacts with the Vegas velocity envelope.
In Vegas you would do your speed changes with twixtor and then on the audio would would use audio property, time stretch / pitch shift to slow down the audio.
No curve ramping with the audio. You can ramp twixtor video with keyframes.

At the lower resolutions the online video services typically use compression profiles which are not as good as the ones used for HD resolutions. One reason for this is to ease the decoding burden on older low res mobile devices.

About the channel disjointed thing. NewBlue has an effect called RGB Shift that can do this.
About the goes everywhere fast item. Is this really more than just speeding up the playback.
The flashes can be a lot of things. One would have to look at it frame by frame to figure out what is going on. I think the better thing to ask is, what do you want to do, and then look for something in Vegas or third party that can help you get the visual look you want.
With a flash. Do you want to brighten only the highlights and leave the rest the same. In essence, flash, the highlights. Do you want to flash everything. Do you want a flash that is more like a lens flare.
NewBlue has something called Psycho Strobe.
