You can mask off the parts you do not want when using the Time preset. Mask off hour and fractional seconds.
This will not work if your minutes count is greater than 59.

Things to try.
Try Sony AVC instead of Mainconcept AVC.
Try without GPU enabled in video prefs.On the later, even without any effects you are going from 4K to 1080 and thus have interpolation on every frame. I have had one instance of GPU instability with lots of interpolation being done.

This states nothing. As I previously stated there are two (2) AVC encoders in Vegas. Taking a guess, it sounds like you were using Mainconcept AVC.

Mainconcept AVC only supports up to Fermi architectures. Yours is Maxwell. Which is two architectures post Fermi. Kepler is in between.
Of the AVC encoders in Vegas, Sony AVC is twice as fast as Mainconcept when running on CPU. An external encoder like x264 is much faster than either of the above.

You did not mention which render as file encoder you were trying to use. Only a couple support GPU at all. Mainconcept AVC does not support newer GPUs like yours and will not use it and will fall back to only using CPU.
Vegas itself will use your GPU for generating the video stream with your effects, transitions and such which your video pref GPU option is enabled. This always happens. Playback or encoding a file. How much this amounts to depends on what you are doing on your timeline. The old Vegas GPU demo project used lots of effects and compositing.
Only a couple of file encoders support GPU and they have their own independent options to enable/disable GPU usage. Mainconcept AVC and Sony AVC. Sony AVC does not use the GPU for much and there is not much of a performance gain.

I assume you are talking about the Titles and Text media generator. It does not give us any control over the animation length. The only thing you can do is change the generated media length to get the animation speed you want and then shorten or lengthen the event to get the overall length you want. If you need to lengthen the event then make sure looping is off.
If this workflow does not work for you then you can always fall back on Protype titler.

Vegas does save BAK files with the VEG so if you realize your mistake after the save and before the next you can get back to the previous save.

Google is your friend.
MXF is a generic container. So asking if Vegas supports MXF is not a useful question since Vegas does not support everything out there. Sony says they support Panasonic P2 but your old builod may have bug(s).
You should update to VP12 build 770. No reason to be using an old build.
