Can occur when there’s a bad piece of source media- but yeah blowing away renders will probably clear this out.

All DV units are by definition identical in terms of playback.

Firewire is a digital signal so whatever comes across Firewire is it. Perhaps you are looking at it in Proxy mode.

Reimport the media from the cards. This is why you want to back up cards before ingesting

Ah in that case problem is with the Avid export but you’re already fixing it the most efficient way. Assuming you’ve already installed DNxHD codes and all that.

Make sure you are inporting from the full media card archive and not just dragging files from within the card into X

I’d suggest experimenting with conforming to either frame rate. Since it’s for the web it doesn’t really matter which tinecode you land on- more which syncs.
