Did you turn off all the annoying SP2 security settings, firewall, DED, etc? Also turn off the restore-monitoring for all drives except the system drive?
Sometimes instead of doing all this detective work, it might be faster to just try re-installing Premiere.

There is a nice plug-in for PremPro that keys in the time-stamp TC of individual clips as well as the project TC. It’s called DVDate by some Russian guy (not the prog with similiar name from France). It’s fantastic and costs only like $50 if I remember correctly.
