Just before Stephen points it out, Vegas 10 has much improved features including the ability to deconstruct/expand video tracks, but I still stand by Ultimate S for its multicam editing plus other features. I have used it since Vegas Pro 9b, and since I got it, I might as well use it… .

One limitation of Vegas 9e’s multicam feature is that once enabled, it is difficult to deconstruct and separate the tracks to their original form for troubleshooting, even after you have ‘disabled’ multicam editing. I suspect your problems start when you are trying to insert new media to an existing 9e multicam project.
I only did 1 shoot in desperation using 9e’s multicam feature. It is handy in a pinch, but is a pain to troubleshoot. Hence, I purchased Vasst Ultimate S Pro 4.1 plugin which includes a multimcam feature that when enabled lets you see all video and all audio tracks as you have laid them down. You have track level control. It has a few quirks such as lower video tracks bleeding through to the Master Video track during fade to blacks, but simple lower track muting takes care of that.
Ultimate S also has a host of other features such as lower third and montage. Trial it for yourself:

8GB of memory will only be useful if you had a 64 bit operating system, otherwise you can only see 4GB.
It was not clear in the original post whether your os was 32 bit or 64 bit.
If you are running XP Pro x64, then 8GB is the way to go, and John’s advice is correct.

I would be looking at the point of capture i.e. the camera.
Dropped frames can sometime result from faulty tape stock, or mixing wet and dry tape formulations. You mentioned DVCAM so I am assuming tape here… .
If it is a tape based camera, it might be time for a head clean.
If it a really old camera, it may be due for a recording drum head servicing.

If possible, obtain the source files used to create the VOB files. VOB files are typically rendered/compressed from source.

I tend to apply the ‘S’ rule, and also rely on making sure that any adjustments I make appear visually appealing and at least look right.
