First off, 153 minutes is too much for a single layer DVD…the bitrate would be about 2 mbps. The quality would be crap. Suggest a 2 disc set.
If you have multiple sequences in Premiere, you will need to export each as elementary streams (.m2v and .wav) from Premiere, then import each into Encore, where each would have its own timeline.
Encore’s Help file can be read like a book if you choose “Contents” -
After Effects can do that.

Yes, but long encode times and ugly recompression which will degrade video.. The File Editor will not recompress…just stitch.

Not so much the wrong settings, but maybe not the best process. I would use Windows Media File Editor (a small app that comes with Windows Media Encoder 9) to create 2 files, a small one for overlaying your title and a longer 3 hour 38 minute one. This is done without recomprssion.
Use Premiere to overlay a title on the short file and export this with the same settings as the source.
Then use a video joiner like Movie Joiner (rejump.com) to join the 2 sections together without recompression. -
Try right clicking on the file in the Project Window and choose Interpret Footage and change the Pixel Aspect Ratio to 1.2.

Mpeg 4 files are not suitable for editing…at least in CS3. Convert your VOB files into DV.avi (type 2).

If Windows Media Video is your target, export the entire timeline as .wmv, then open the .wmv file in Windows Media Encoder’s (9) File Editor where you can easily set in/out points and “save as” each segment. There is no rerendering, just a minute to create new shorter file.

Looks like that feature went away, but you can select the style you want before typing which is new I believe.
