Right click on those clips and select Enable.

Lasso the group of clips to select them and then drag the audio clips as a group to a separate audio track for just them.
Change that Audio Tack’s Show Keyframes mode to “Show Track Volume” and then drag the yellow rubber band to adjust volume for all the clips in that track.
Caveat; Any audio clips placed in that track latter will have their volume changed as well. -
It is bit more tedious to do this in Premiere than After Effects but can be done.
1. Make 2 versions of a single line title, one white and one blue.
2. Put the white title in V3 and the blue just below in V2, align perfectly.
3. Apply a 4 point garbage matte to the title in V3. Position the CTI at frame 1 of the titles.
4. Toggle animation for the Top Left and Bottom left corners of the garbage matte.
5. Page Down to the first frame of the next edit point and then arrow back one frame to the last frame of the titles.
6. Set the value for the 2 corners to 720.That is the simple version. Controlling the timing of the color change to the song involves changing the duration of both titles AND additional keyframes to the left corners of the garbage matte.
Should take you about 18 hours work the first time and as you get better, a bit less.

Rendering preview files has no effect on export times.
Exporting of WMV files will be slowed by any effects applied. Various resolution and bitrate combinations will take various times to export. 2 pass VBR will take twice as long as CBR. -

Any Project Preset that can cause your video to resize.
The H264 clips wont work well at all.

I suspect either the clips are not DV and compressed with a lossy codec or there is a NTSC/PAL project settings conflict. Get the Properties for your source clips in Premiere…File>Properties. Also is this a NTSC or PAL project (Project settings)

In Premiere’s timeline is there a red (needs rendered) line above these video clips?

What are the Properties of these .mov files? Where did they come from?

Try changing the font…it might be either corrupt or incompatible with Premiere.

What are your export settings?
What file system is your target drive formatted as?? NTSF or FAT32?
