What version of Premiere are you using? Maybe an earlier version put those line when one disables a clip in a track (Right click on the clip and choose Enable.

The diagonal lines indicate the clip was locked, but there is no way I know of to lock just part of a track. Your screen shot does not show the “Toggle Track Lock” switch just to the left of the words Video 1.

Then went back to the CS3 project, replaced the Black Video with a black.bmp and exported as expected.

I feel your pain.
I started a new project in CS3, imported a 34 minute clip, selected a 2 minute section, inserted to timeline with 1.5 seconds of “Black Video” at each end and exported for DVD. The Export progress bar indicated 65,000 frames! I stopped it and checked the timeline and it showed just the 2 minute clip, in fact the visible timeline extended only to 12 minutes! It did then export the entire 34 minutes with no black at either end and no poster frames either.Opened the same project in CS4 with no changes and exported as expected.
It seems CS3 has issues with black video??

Blank spaces in the timeline is not a good idea. Stretch both ends of your clips to fill the blank spaces and then use opacity keyframes to make them transparent.

I dont have a VIAO, but most laptops allow for changing display settings by using the Function key plus F8 to toggle thru the modes.
The settings can also be accessed in the Display Properties window>Settings tab. -
Could be something corrupt in the User Profile. Suggest creating a new Windows XP User and trying to launch Premiere from it.

Procoder utilizes Sorenson 3 Professional codec, Premiere uses the standard version…no comparison.
H264 is the current QT compatible champion codec. -
The splash loading screen runs to fast for me to read;
Try uninstalling QT player if it is 7.5+
Third party plug-ins can cause the problem, try moving any/all from Premiere’s plug-in folder.
