Most effects are keyframeable. Find the frame where you want the effect to begin, use the back arrow key to move one frame back and apply the effect to the clip and click the “Toggle Annimation” button in the Effects Control Palette. This will set a keyframe of default values which is typically (but not always) no change. Move one frame forward and change the values of the effect. This will create another keyframe with new values. Go to the end of the part you want the effect applied to and click the “Add/remove keyframe” button to set a keyframe of identical value as the previous. Move one frame forward and change the value of the effect back to default, setting a 4th keyframe.

Try the Reverse button…works for me…not sure what the east/west buttons are supposed to do, suspect just a mini preview.

Lasso the bunch (select) of pics and Cut and paste into a new sequence. Drag that sequence from the project window) back into your original sequence in the same location. Now you can rate stretch
this nested sequence. -
I can see how DVD burning wont work without the media encoder. It appears that most of the guts of the Mpeg encoder are located in C:/Program Files/ Common Files/ Adobe/ Mpeg. Try reinstalling Pro.

Without ANY listing for the 1394 thingy in Device Manager…not even a yellow !, I suspect that the hardware has been turned off in the BIOS.

The Sorenson basic codec installed with Premiere is not near as efficient as Windows Media Video 9. You may need twice the bitrate to get similar quality without Sorenson Professional codec.
If you are going to export QT movies, you may want Sorenson’s Squeeze which will install the Professional codec and it will be available from within Premiere. -
Open a new Sequence, drag sequence 1 from the Project Window into the new sequence…use the razor tool to slice the single track sequence and cut/paste as needed.

Check in Device Manager…expand “IEEE 1394 Bus Host Controller”…exactly what is listed there?
Expand “Imaging Devices”…besides your scanner, what is listed there? -
