Elements has simple dvd menu authoring…Pro does not. Elements is a much simpler app, having fewer monitor and timeline window commands. No project settings to be concerned with (app installs as NTSC or PAL).
Elements has no sequences or audio mixer window (does have VU meters), also has fewer effects.
I teach both apps…12 hrs for Elements and 24 for Pro. -
Premiere cannot handle the DV codec Movie Maker exports (DirectShow type 1). Try capturing with ScenalyzerLive…it is the cats meow! scenalyzer.com

Your video was shot with the camera set to wide screen or cinema mode resulting in fat pixels (1.25 PAR). You need to create a new project selecting “DV-PAL Widescreen 48 hz” project settings and try importing your existing project into the new project. Failing that you may need to start over with the correct project setting.

How about using the titler to create an overlay of the effect you want?

I have installed I tunes/QT player 7.0 and can capture Ok as I am speaking. Try a camcorder.

Best bet is to play the DVD directly to Premiere through your camcorder’s pass-thru feature…the quality might be better.

Try the Shadow/Highlight effect. It allows adjusting each individually.

Try adding flicker removal on the offending clip…right click on the clip in the timeline and choose Field Options>Flicker Removal.
Video targeted for PC playback should be exported as deinterlaced. -
Yes the Professional version is different than the basic…you should be able to determine the version by clicking an “About” button at some point during the encoding options process.
