You may be hearing clipping caused by mixing multiple files that each by themselves is less than 0 db, but combined exceed the limit…that is what the Master Mixer meter is for.
64 bit Dual Core Quad Xeon Hyper Threaded Pentium Double D…smoke and mirrors when it comes to using Premiere and most other apps. They just dont use much of the processing horsepower available. Just check Task Manager.

In Photoshop, create a new blank document preset “NTSC DV 720 x 480 with guides”, Also select Transparent as the back ground. The open your other image and drag it into the new black psd. Then resize this added layer to fit inside the guides.
Suggest using the “Folder” option in the Burn DVD dialog and choosing the location for the VIDEO_TS folder, then use your burning app to do the burning.
