AE Tracking Tuts
The first one might work for you. It’s for replacing a monitor, but you can offset your hologram from any tracking points.

Here’s the rest of the AE Tracker Tuts I know of. For a step by step on adjusting a track that goes bad (Tracks gone bad! the movie) see the 3rd part of Aharon’s series on turning video into cartoons, there he tracks an eye onto the character, starts at the 5 minute mark. It’s only a 1 point track but he shows you how to adjust frame by frame when the tracker gets cranky. Hope these help.

You’re right, I can’t slow it down either.
It sounds a little lame, but you could always Time Stretch you footage, 200% slows the particles by half.

Probably self-explanatory, but you place the marker where the layer gets “stamped”.

For the Floating, put a wiggle expression on Position (Copy the expression, Alt-Click the Position Stopwatch, then Paste):
wiggle(1,30)
Adjust the 1 (frequency)or 30 (amplitude) to taste.
This might help with the shake part.
Marker Triggers Squish and Stretch_Jell-O
Place this expression on Scale (Copy the expression, Alt-Click the Scale Stopwatch, then Paste) will make the layer Jell-O wherever it finds a marker. You can add markers to a layer by hitting the * (asterisk) key on the numeric pad.

Adjust the MaxDev, spd and decay to taste, for decay smaller numbers are slower decay.
This is a hack from a couple of Dan Ebbert’s expressions and a little noodling of my own.Actually you should be able to tie this in with collision detection in AE CS3, but I’m back with AE6.5 so I can’t test it. Here’s a source for collision detection:

You can make a nice one with Grid on a Solid.
Render>Grid
Grid Settings
Anchor: change the y to -3
Size From: Width & Height Sliders (the Default was Corner Pin)
Crank up the Height to 600 or more (drag the blue number or Right Click>Edit Value to increase the range)Adjust the Width and Border to match the Corrugations.
Blur, Fast Blur or whatever blur you like.

Just to complicate things…
I just remembeed, Foam is a nice particle generator for bubble and, yes… dust. You just need to use a “Dust Particle” you make yourself.
Foam Settings:
View: Rendered
Rendering>Bubble Texture>User Defined
BubbleTexture Layer: Choose a “Dust Particle” layer you’ve created in AE (a jagged mask on a 128×128,white solid, precompose it so Foam sees the mask, otherwise you get a white block), Paint Spot or Photoshop, say 128×128. Turn off the eyeball of the layer or precomp, it just to be referenced to be used by Foam.
You can even make a Flow Map to channel the particles, a White Solid, with a mask. The White repels or limits the particles, the Black (masked area) allows free passage. Again Precompose, and turn off the eyeball in the main comp, just reference the layer (I named mine “flow”).
Foam>Flow Map>Flow Map: and from the drop down, choose “3.flow Comp1” or you layer.
There are lots of tweaks for Direction, Wind, and Turbulence to give your dust that floating look.
