I would agree when going from NTSC to PAL, it is the framerate that is the problem, but my suggesting you are not converting the framerate, but retiming the rate to play all the actual frames at a different speed. There is no real work here. The resolution is a minor adjustment. IF they have it it just save them some money.

Yes, US is for the most part PAL-less. Expect most people not to be able to play it.
IMO the best Pal to NTSC conversion is to convert your footage to 24p, just by retiming it. This change will not be noticable and you get a frame for frame conversion. This conversion should not be done in toast or any other authoring system. Use Compressor or similar to do this the image is also changed but the frame rate is what cause the most trouble.

I second Mpeg Streamclip. I would recommend you exporting the DVD clip into the codec that matches the clips that you plan to add.

A quick look into the menu or help file will give you the answer, you are looking for DVD-ROM.
One thing that is not well defined in the help is that your files need to be in a double folder structure. Name the outer folder whatever you what, then inside that you make an folder normally called EXTRAS or DVD_ROM (but it can be whatever you want), Put all your files in this folder. Then within DVDSP you point the DVD-ROM to your outer folder. When you burn the bisc within DVDSP your inner folder and files will be included on the disc.

First place to look is the audio, for the audio is not ac3 encoded, do so and it will easily fit.

But if you do want a computer to run it I do have one that is just collecting dust. G4867, has OS9, OS X.4 and X.5 installed on it. 🙂
Oh it also has a $10,000 dvd encoding card in it that I would gladly sell.

If your footage is from a 5D why are you using interlaced, it has been shot progressive.
