How are you distributing this? NTSC or 1080i? Do you really want an interlace master? There are fewer and fewer CRT/Interlace screens in this world with most of it being flat… something to consider.
As far as rate goes, just do the math to which a motion effect would get applied to return it actual play rate depending on project type. Lets assume a project rate that is progressive at either 29.97p or 23.976p. Keeping numbers whole for sake of math and percentage relationship:
16fps is 53% of 30 (29.97)
16fps is 66% of 24 (23.976)Put a motion effect (adapter) on the first clip in the timeline, go to its settings and set the type you want (see what looks best in your opinion) and set speed as the percentage above depending on project type. The motion effect will do the cadence needed.

The ScriptSync window was never really adapted to the shared project/bin concept so it may not have all the hooks needed to be “shared” the same way a bin does. Have you just tried copying a version of the .avs file locally and seeing if works that way?

When going from 23.976 progressive to 59.94 interlace, there is a 2:3 pulldown adapter added to the media. In a typical 2:3 pulldown, every 5 frames will consist of 2 blended frames:
AA BB BC CD DD
What I don’t know is how consistent that pattern is created or if the “A” frame always falls on timecodes ending on 0 and 5, or if it is first frame of clip. I need to check on that.

I’m certainly not hanging on to every word – just repeating. “Professional”, “Awesome”, and other superlatives need to be very explicitly defined as they can be interpreted in as many ways are there are those who hear it. Especially from a company that excels at marketing.
I am entertained by the amount of time spent on Apple watching from every aspect of the industry, and I certainly do not fall into the category that everything from Apple is a gift from God. 😉

You can always use the Reformat Pan & Scan (not pan & zoom) from the effect palette to set up letterbox, pillarbox, or pan and scan or pan and tilt depending on needs.
If using AMA to access sources, you can use the reformat column in the bin on a per clip or multiple clip basis to adjust aspect ratio as needed. I can’t remember right now if it works for captured media, it may.

AAF has been an open standard for many years.
Licensing from Avid is around development of DNxHD in a product and the ability to call it DNxHD versus SMPTE VC3. So there is a license fee for the Avid Media Toolkit (AMT) with DNxHD, etc. that many vendors have adopted – for example Resolve and Redcine X Pro’s direct export of AAF. and MXF wrapped native DNxHD media. Same for camera and external recorders, etc. But AAF on its own does not have a license fee. There may be confusion that Avid started AAF as an extension to OMF 10-12 years ago, but many vendors are part of the organization, and anyone can join, vote, extend, etc.

I hesitate, since you’ve never used FilmScribe before, it could end up being an exercise in frustration. If you want to get a sense of how it works, make sure it is installed on your system and read the User Guide. It is far faster for me to generate a TAB file to even see if it will give you what you need compared to writing up a lengthy step by step and the chance that it doesn’t work.
