Why would you want to undo 20 years of technical advances in video?
run it through a vhs deck while wiggling a loose coaxial cable and re record your footage.

It will be done in real time, or buy the “bad tv” plugin, or spend time to replicate the same thing in AE with a ton of layered effects. Analyze what you see in the footage and then pick out how to recreate that using AEs features.

I spent 2 seconds of analyzing that footage, you could recreate it like this:
Make a blue screen, make a black bar, make an adjustment layer with distortion applied to it, make a static noise layer, seperate the r g and b layers and move them horizontally out of phase etc etc etc. Edit between these.

The easiest and correct way is to enable “continious rasterization” that will re-rasterize it every frame to its new size instead of just the first frame.

If you can manage to make youtube’s infamous automated ‘mangle encoder” to use your already carefully compressed without altering it that would solve 90% of the internet’s problems. I’ve seen beautifully pre-compressed stuff end up bloated and recompressed with blocky noise and drop-outs by youtube’s recompression.

my advice is to animate the vector shapes
make all your major keyframe shapes in illustrator and then import them and animate them in AE as vectors

using flash might also be an option to create the vector transitions. it likes moving vector shapes

the tutorials on ayatoweb.com are all very specific, and yet poorly documented. The guy makes some awesome stuff, but you really need to know what youre doing to fill in the blanks. He skips alot of important steps assuming readers already know how to do things. He also assumes you are not a beginner at AE. When I first was learning AE, I kept trying to do his tutorials and had alot of trouble following them. 6 months later when I went back to do them they were fairly easy since I had a better understanding of AE workflow.

the Procedural Matte Creation tutorial is exactly what he is tryiung to achieve. Duplicate your footage and then use keylight to make 2 mattes; the main solid matte and then a detail matte for hair and small stuff.

Then precomp both of those and combine them together in a new comp then use that new comp as your key
