what you need is to make ae think that your footage is longer than it is. to do that you need to ‘loop’ your footage in the interpret footage settings… select your footage in your project window, right-click it or file>interpret footage>main…
in the interpret footage menu, near the bottom, is a loop number, set it to the number of loops that will make your footage long enough, in your case ‘2’ (you may also need to pull your out point of that clip to match the new length if it is already in a comp).

i’ve never worked with anything like this before… by your specs the final output (on the lcd after hardware scaling) is 1056×216 px (72 px/18″ at 4.5’x22′). but unless you’re going to change the playout device to something that plays out 1056×216 media, i think you’ll want to render everything d1 statndard 270×486 for the provided playout device.
you would probably want to work at a comp size of 2376×486 and scale that to fit 720×486, or maybe use a 720×486 comp with a crazy pixel aspect ratio of around 3.3 (i think i did the math correct for that). i would also render progressive, it would seem the scaling that will need to happen at playout would it would be best to not be interlaced.
that’s the best i can suggest.

sorry… i should really read more carefully. did you try window>workkspace>reset ‘effect’? or have you saved over the effect workspace?
i tried to search my computer for some workspaces i created, but i could not find them… i even looked in the ae7 app (i’m on a mac, so i chose show package contents and seached through there, but couldn’t find them). they must get written into a pref file. you could try removing ae pref file (don’t delete it, just move to desktop) then open ae and see what happens.
you could always create a new effects workspace and save that. or just reinstall ae.

if you use your illustration as a track matte for a black solid, you could animate a combination of simple choke and roughen edges might get you close.

as for the first post… generally i would create the pieces in ae (your 2 titles and time code) and render those out as separate pieces with alpha channels to the lossless animation codec (or even an image sequence if your nle won’t take the mov file). i would then do to the compositing in your nle. that way you won’t have to worry about recompressing your original footage and losing more data/image quality and you are avoiding the yuv to rgb color/gama shift.
as for the later post… if the original footage is dv tape (i assume dv25), converting it is not going to reduce artifacts or give your more color to work with. if you can work with the origianl dv file, without having to further export out of the nle (and risk further compression) it will be the same quality as converting/exporting the same footage to a lossless/uncompressed codec, but save you the time and drive space of converting to lossless/uncompressed.
to get a better key in dv, make sure ae is interpretting the footage correctly, so it will de-interlace it correctly, then try to remove/lessen the artifacts.. there is an animation preset in the effects and presets that can do an ok job, it slightly blurs the green and blue channels and it seems to help prior to pulling the key.

when you set your output mudule in the render queue, you will need to turn on audio with the appropriate settings… if you click the output module name (like lossless), the audio setting will be near the bottom of the settings window.
if you output with audio often you can set up a custom output modle and save it, then you can just select it from the pulldown the next time you need it.
