A possible solution (untested) would be to add zero-width spaces(unicode U+200B) between the quotation mark and the word and modify the index values to account for it. If AE recognizes those as spaces, that should work.

You want to tie the decay value to the time value of the last beat. If there are no keyframes, you will have to look backwards frame by frame with a loop until you find the point where the beat count changes. That gives you the time of the last beat, and you would use that as the start time for the decay, i.e. decay would be zero at that point and increase based on your decay rate and time elapsed between that time and current time. To stop the decay at a given value, you can use a Math.max() expression.

Here’s a working implementation (CC2018).
The total height can be adjusted by modifying the shape height on the “Cage” layer. You do need to move the first line of text up or down to realign it.
There’s a checkbox on the “separator” layer to switch between 3 or four lines of text. You can just hide the fourth line and shape box for the threeliners.
The shapes are being used for the calculation currently. You should be able to switch them for the text layers by copying the position expressions. Or keep them but hide them.

It might be helpful to see an example of what you are going for, as it is hard to imagine what the expected outcome is from a verbal description.
My first inkling would be to replace the layer emitter with a single particle image that has all those points. That way you just emit a single particle, brush-stroke style. Using a light as an emitter will make it easier to control, as you can move it however you want, including rotating it.

If it is just a few frames each time, you can use Twixtor to generate the in-between frames. You will have to insert the frames manually into the right spots. It is slow and largely manual procedure.

To me it looks like the text is actually one image layer that gets blown to pieces. So you could possibly do that with the shatter effect as well.
