You’ll have to check backwards (with a For loop), as far back as the duration of your intended fade, for any frames that are above the threshold value and calculate the light brightness based on how many frames back it fell back below the threshold.
BTW: Trapcode Soundkeys does such fade expressions automatically.

Some ideas:
You could try rendering just the last frame (rather than saving a frame as). Don’t know if it works in this case.
You could render entire movie as a image sequence and then delete all but last frame.
You could save the RAM preview and extract last frame with Photoshop.
Or you could do a screen grab (print screen) of the result — if resolution allows. Although you probably compromise some quality if you do that.

I would do this with Trapcode Particular, continuous emission of static particles with long life span, using a light used as emitter. You can control the line positions exactly, move your 3D camera and have depth of field.

In that example, the entire animation has been overlaid with a texture layer. So you just need a texture that you like and put it as the top layer, in Overlay mode, or possibly Soft light, at low opacity, 10-25% or so.

Depends on your delivery requirements. If you need to output 1440×1080, turn on the pixel aspect preview and use the original dimension file. If you want the final at 1920×1080, you can precompose the scaled layer and 3D camera track the precomp.

In AE, save comp as Photoshop layers.

You could achieve this with parented nulls, sliders and some expressions, as in the attached.

That should be an option you only need rarely, so I don’t see why you would want to permanently turn it off for all documents. The setting is saved with the document, so you need to do it only once per document, not every time you open the document.

In the Book window menu, there is a setting called “document numbering” where you can set the name of the section. All subsequent sections in the book become the same (until you set another section name in another document).
