See Help > About and check the build number of SMSP 13 you have got.
The SMSP 13 “standard” version build 931/932 had an issue that prevented VASST Fasst Apps from loading. If you have that build, see if updating to build 942/943 helps. -
The iZotope Audio Enhancer plug-in was well worth the 10$ or so at the time I bought it as an “Upgrade Audio Studio OEM to Audio Studio Full” as offered in SCS My Account/My Software Upgrade options.
As the OP found out, the S/N for it was not included with Movie Studio Platinum 12 Suite (in my full version at least either). At the time it was “available only in stand-alone purchases and upgrades to Sound Forge Audio Studio 10.0 software.”
Movie Studio 13 Suite comes with that plug-in S/N.
You may need to check with SCS Customer Support if that v 12 Suite upgrade option is still available. -
I do have Notepad.dll there as well along with uninst-Notepad.exe.

I find the Vasst extensions installed in C:\Users\username\AppData\Roaming\Sony\VegasPro\Application Extensions.
While waiting for JR to come along, you might read this thread and his posts there. -

I used the download file (v. 1.2.0) in that link with success today.
If this does not work for you, you may need to wait for JohnR to chime in. -

My screengrab link (on CC) above showing Notepad is from Vegas Pro 13 build 310. Notepadinstaller was 1.2.0.exe.

I wonder if the later updates broke it.
