If Encore is not re-transcoding the files, then it has nothing to do with encore.
Is there any way you can play the ac3 files back in an application to test before bringing it into Encore?

You are experiencing a bug with the dynamic link feature of Premiere. I wouldn’t say it’s normal, but more like expected until adobe can get it working properly. The audio should be exported separately.
What adobe really needs to do is rebuild Encore from the ground up. They just keep adding code on top of an old program that they initially didn’t even design themselves.

That is the correct method, as the dynamic link feature with premiere is new and still has some bugs.

Do not set the target bitrate above 20 Mbps. You can set the max up to 22 Mbps. I am assuming you are using h.264 codec if you want the best quality.
Those bitrate settings will yield excellent results. Anything higher, and you risk having serious playback problems on Blu-ray players as they are unable to sustain high bitrates read from burned media.
Pressed media (replicated) can be read as high as 45 Mbps.

You should watch the Encore video tutorial from our website, as it will show you how to setup a chapter index. You must select all the chapter boxes, and in the properties panel, have the buttons ‘Set Name from Link’.
You must also uncheck ‘Sync Button Text and Name’ in the ‘Basic’ Properties panel while selecting the ‘Next’, ‘Previous’, and ‘Main Menu’ buttons of the Scene Selection Menu. This will avoid a bug with the creation of subsequent scene menus.

In order for the menu to support the chapter index feature, you must give the chapter buttons a (+#) prefix. You should also create a main menu button with a (+^) prefix, a previous button with a (+<) prefix, and a next button with a (+>) prefix.

Well it depends what you are going to be doing.
DVDA might have fewer bugs, and work better for a real simple menu and quickly slapping your dvd together, however Encore is much better for doing custom menus, transitions, scene selection menus, etc. Also, Encore’s integration with After Effects, Premiere, and Photoshop is extremely beneficial.

Like I said, you need a software Blu-ray player such as Power DVD or Total Media Theater installed on your computer with the drive.
