You can set the End Action of the first file to play the second file so that they play continuously. This will not allow you to navigate backwards across that End Action but it will allow you to navigate forward across it.

Vegas will smart render MPEG-2. That is to say, if you place both files on the timeline and don’t change anything and you render with the same properties, Vegas will simply copy the two files into a third one with no loss of quality. The trick is rendering to the exact same properties which could be tricky with MPEG files from a DVD camcorder.
