Change the starting time of the NTSC file to the PAL start time using the procedure I described.
I don’t understand your problem. If you know the start time of the PAL sequence, this should be easy. -
You can change the starting timecode to anything you want using the Modify/Timecode command in FCP. Just load the clip into the viewer.

This is for Compressor 3. The interface for earlier versions is different.
Also note, getting the frame rate converted at a dub house with a hardware converter will get you the best results…but for a 10 second clip, its worth giving Compressor a go, before spending the money.

In the Inspector, click the second button from the left.
You should see something that looks like this
click the video button to change the frame rate.
The Frame Controls are found by clicking the third button from the left in the Inspector.

Is it one giant clip?
Sounds like they did not give the source clips valid reel names or something. Remember, EDLs can only handle short reel names.

For a 10 second clip, you might as well try converting the frame rate in Compressor and see if the quality is to your liking.
Be sure to turn on the Frame Controls and set the retiming section to Best Quality.
Set the frame rate to 23.976 in the Encoder pane.
Use the same codec preset as the rest of your timeline.

I have seen this a few times on things coming from After Effects. It’s some kind of metadata problem that causes FCP to misread the frame rate.
The way to fix this is to open the file in Cinema Tools and conform to the proper frame rate. The change is instantaneous…no rendering or anything. There is no change in quality, as its not really doing anything except fixing the metadata.
When you bring the clip back into FCP it should read the frame rate properly.
