Make the layer with all the track points a child of a null layer, then move the null layer.

Spent an hour looking for an old file I did years ago(no joy), where I broke a person apart like that using words, rather than binary code. Basically the trick was to choose the layer as your source in emitter and use custom particles. So try starting there.

The nulls have been picked whipped to the position of the original null, that’s going to place them at the original nulls position. So with parenting and that expression, they are just going to do exactly what the original null does.
Just make the nulls that control the emitters, childs of the master rotation null, move them to where they should go, then rotate the master null.

If I’m reading it right, occasionally something in the video, moves over the logo and you don’t want that obscured by your still image. Yes, use rotobrush.
Take your video layer, duplicate and place it at the top of the layer stack. Now roto the things that move over the logo, that were obscured by the still image. It may be easier to make multiple duplicates of your video layer for each instance you need to roto.

You can do that quite easily with text animators. Check out the free tutorials on them by Andrew Devis, about halfway down the page. If after you watch them and you have some more specific questions, just ask.
Also, you might want to check out the Adobe Browser and navigate to the preset text animators, you might find one that perfectly suits your needs.
