If you are sure nothing is there(shy layers…), try Edit>Purge>Purge All Memory. Just to make sure something isn’t being cached that shouldn’t be.

Motion blur only works on layers that have motion…rotation, scale or position. AE actually calculates the motion of the layer to determine blur.
You can use the effect Time_CC Force Motion Blur. This effect creates motion by looking at past and future frames to create an approximate motion blur.

The shape layer method would be to use the Star Shape to create a star shape layer. Animate the scale from 0% to whatever you need to cover the entire screen in the amount of time you want for the wipe to occur. Place the video layer you want to star wipe on, below the star shape and change it’s track matte to Alpha matte.

By “opaque” do you mean black? If that’s the case, there are multiple ways. You can use transfer modes(press F4)—try the additive ones like Add, Lighten, Screen, Color Dodge, Classic Color Dodge, Linear Dodge, Lighter Color. The help describes what each one does precisely. Transfer modes are nice because they will blend with the layer below.
Another method would be to use a luma key effect or extract key, both would easily remove the black from your burn marks video.

I’d strongly suggest doing as many tests as possible before then. Try green & black. From experience, I can tell you that it’s much cheaper to test vs. not testing and learning after that it can’t be done in post.

If I were setting this up, I think I would shoot it over black, and then use an add mode to drop out the black, or maybe a luma key. Should be less issues with transparent issues of the fire tinting green then.
