For downloading free MJPEG or other Image codecs u can go through at free site such as http://www.free-codecs.com etc. But as u’ve mentioned above tech spec. May be u can go through some Codes trading portal such as design-reuse, chipestimate or IPsupermarket.com. although many devlopers/companies procure optimized MJPEG codecs for devlopement purpose. so it cost you
