My error in wording. You could still use auto-activate to trigger the button when selected (that is, arrowed into), and then use a button transition to show the animation that takes you to the next menu.
It’s definitely possible. It is also an advanced subject.

You might be better off using button transitions, which can be unique for each button – and then link the button to a menu.
When the button is clicked, the transition will play, and then take you to the next menu.

You’ll want to make your animations in After Effects, export them as AVI or MOV, and then use them as your video background for each menu.
Then you link each button in your starting menu to each menu that you want to play. You then set each button to Auto Activate (check this in Button properties). This will cause the button to activate when you select it, which will take you to the animated menu.
Then in your animated menus, link your buttons to your timelines/chapters.

Take all the end actions off your chapters.

If you create the animation somewhere else, you can do this with Encore using multiple motion menus and the button auto-activate feature.

Try selecting all the subtitles in the track, change the font, then once that takes, undo it.
Then build another ISO and check it.

The first is possible, using multiple menus and the auto-activate feature for buttons. The second is impossible in the DVD-Video format.

Just to amplify on David’s answer, what the original poster was asking for is not possible in the DVD-Video format.

If you are thinking of using a motion menu, understand the viewer will not be able to skip anything using the Next/Previous buttons. Navigation in a menu is always button navigation (up, down, left, right).
Otherwise, yes – you can have a motion menu playing for five minutes, reliably.

Transcoding media to exacting requirements is a bit of a black art. Especially software encoding.
I would suggest that you keep experimenting until you find an acceptable compromise between visual quality and playback compatibility.
For instance, try raising the minimum bit rate a bit, or raising the average bit rate a bit. Keep Quality at 4 or 5. Try reading up on MPEG-2 compression, online or in book form (DVD Demystified hs some good information). Expect to spend some time at all of this.
