Did you delete all ProjectWorkspace.xml files? (there should be at least two – one in the project folder, and the other in your user folder)

Well, not really. Personally, I rarely (if ever) see crashing in Encore.
That aside, there may be a problem with your workspace. You didn’t mention which version of Encore you are using, but quit Encore and do a search for ProjectWorkspace.xml and delete it.
Relaunch Encore, and then see if you still have the problem.

The size of your source files isn’t really relevant when authoring a DVD, unless the assets are already DVD-legal, which means they will not be transcoded by Encore. Their duration is relevant. There is a whole topic about this, called bit-budgeting. A Google search will reveal much information.
You didn’t provide much detail, but it sounds as if you are using highly compressed sources. I would advise against that, if possible.
So a good rule of thumb is use asset durations and bit-budgeting calculations to determine the size of your DVD – not the original size of your assets.

The layer break is created when you build the project, even if you never burn a disc.

Once a DVD-legal MPEG-2 stream is brought into Encore, the only thing Encore does is mux it with the audio into a VOB file at build time before writing it to disc – in other words, the color space of the video is untouched.
The problem lies either with the color space in your NLE or your MPEG-2 encoder.

I haven’t seen Tim’s tutorial, but if it was written before Encore 2.0 came out, then it’s obsolete.
First advice is to remove all your overrides- clear every single override in your project.
Second, remove all chapter end actions.
Instead, use playlists to play timelines consecutively, and use chapter playlists if you want to play only a set of chapters within a single timeline. If you want to play timelines all the way through, you don’t want (or need) chapter playlists or chapter end actions.

DVD-R DL should be OK, but look to the brand. Get the highest quality available. I use Verbatim DVD+R DL, burned at the slowest speed (2.4X) and have never had a problem.
It’s possible that your layer break has somehow been compromised. Have you tried creating a new project?
Gear could possibly solve your layer break issues…but I have never used it. Maybe Neil Wilkes can jump in here with some advice? If Neil’s not on the Cow, try posting your problem on the Adobe U2U, where Neil is a regular contributor. He frequently uses Gear Pro.

If it was reported to Adobe support and they could reproduce it, then they would certainly confirm it as a bug (and very likely fix it in an update or the next version). Have you tried contacting them about this?
When burning dual-layer with a single timeline, Encore should choose a chapter point to add the layer break to automatically, or offer you a choice. I’ve burned dual-layer DVDs many times since it was first introduced in Encore 1.5, and have never seen or heard about this one before. Also note that before Encore 1.5, there was support for mastering to dual-layer, so this has been a feature in Encore all along.
What brand of media do you use? I’ve never had trouble with Verbatim.

This is the first time I’ve heard that such a bug exists. Has this been confirmed by someone at Adobe?

Remove every chapter end action. You don’t need them.
