Not sure that I understand your question, but I suspect it’s due to Encore’s automatic transcoding feature, which adjusts the bit rate up or down depending on the amount of free space in the project.

Then you have a problem. 720×480 with square pixels is not a video standard of any kind, much less DVD-Video standard.
I’d suggest you either start fresh with a 720×480 0.9 PAR comp, or a 720×540 1.0 PAR comp.

Yes, that is incorrect.
If your assets are not native 720×480 with PAR of 0.9, you need to work in square pixels (720×540 with PAR of 1.0), and then in the render queue, export to 720×480 with a PAR of 0.9.

Make sure both your video and menu are 720×480 with a PAR of 0.9 through your entire workflow.
Converting one or the other to 0.9 PAR later in your workflow won’t necessarily fix your problem.

Not sure what the error means, but I know it has nothing to do with which version of Photoshop you may (or may not) have.
After rendering the motion menu, did you try viewing it in Preview mode?

Just to expand on that – first play, button links, button highlights, title menu, timeline menu, playlists are all supported.
No subtitles, though.

The Flash export feature is a really nice one. It’s essentially a DVD simulation in Flash, and links, menus, etc. are preserved. There are some things which are ignored as it’s not DVD, such as user operations, CSS, etc.

Encore doesn’t offer any DVD scripting – it has pre-packaged actions, but none of them are “quiz-oriented”.

No, that isn’t possible. The only thing the Stop button does or can do is stop the player.
