I mostly use After Effects when color correcting and color grading video. But Photoshop is a powerful tool and can easily do much of what AE can do.
I often use Photoshop for difficult footage (underexposed, mixed light source, color lighting, etc) and find that curves, vibrance, and sometimes blur or unsharp mask, are my plug-ins of choice. Changing the video to a smart object and using the camera raw plug-in can also provide amazing versatility and effects.
I haven’t used them, but some of the stylizing overlays and actions from Graphic River, Creative Market, and others would probably work.
